what is the payment service provider?

I have been selling under this ID on Ebay for years. Just uploaded new version of Turbo lister on a new computer, it wont let me upload anything it keeps saying that I am not registered for a Payment Service Provider what does this mean, I have a Paypal account linked to my account, Ive had it for years??
