what to do when ebay breaks its own policies? They say that if a seller adds tracking we are covered

Sold an item internationally and sent by Fedex. Item got stuck in buyers customs. they filed a case, I said its in the customs, ebay closed case in my favour. So I thought that was that. 3 months later I find my money was missing rom the sales of this transaction. Then I see that this case was opened by someone in buyers country and they were refunded which means case was reopened and closed without giving me an opportunity to respond and also no messages were sent to me about this occurence, they took money out of funds sitting in my ebay managed payments on ebay so it didin't show up on my bank accounts either so I wasn't even aware of this. When I reconciled for GST and found out what happened, ebay says its past 90 days and won't look into the mistake they did. They acknowledge they did the wrong thing but won't make it right. They broke the slling policy guarantee to me, but they don't care and won't honour it. Just harping on it being past 30 days and cannot appeal etc. What should I do...I am really unhappy with ebays customer service.

hound them....quote their own policies.....keep going, again & again until they get tired
