why I can't make an offer as buyer

Tried to make several offers on ebay as buyer, but ebay says that l can't because I didn't pay a purchase, that is no true, so wandering how can I fix this issue.

Perhaps you have asked for a purchase or two to be cancelled and the sellers have issued your account with non payer strikes.

Nothing you can do unless the seller is prepared to exempt you.

Ok , for mistake l pressed buy it now instead then watch list, but l can't retrieve what was it to apologise.

If you have neglected to pay for a purchased item twice in the last 12 months you will have 2 strikes on your account which will not allow you to buy from sellers who have their blocks in place.
