why am I having to pay a Final Value Fee on Shipping

I have received my account statement  ansd see again I am being charged a

 a Final Value Fee on Shipping 

what is this  for the shipping costs  for postage 

I  sometimes free postage  

at my expence 

so why this extra cost ?
