why can't i use markdown manager

I have just opened an eBay store and tried to use the Markdown Manager tool but I get the response that the items can't be listed because they are newly listed or the price has recently changed -- can someone explain to me how and when I can use the Markdown Manager? Thanks.

Items need to have been listed for some time before the markdown can be used on them.
