Does Ebay have any sanctions against people who place high dummy bids to dicourage bidding by others only to retract or cancel the bid just before the auction ends?

Yes dummy bids (made by a brand new member which could be the seller or a friend of the seller) should not be allowed.

Dummy bids = fraud.

eBay needs to be more transparent (like it used to be) because who are these private bidders, are they legit?

If a bid is withdrawn, then all the bids should wind back to before that dummy bidder started bidding.
