The buyer must have done what he had to do. The money has been received from PayPal

You need to have proof of posting and delivery with online tracking before paypal will release your money.
As you have delivered them you will have to rely on the buyer leaving positive feedback for them.

You have feedback for one of the items you sold....is that the one that the payment is for or is it the numberplates?
Maybe the money was released because it is 21 days since the item sold?
