I've often thought that there should be some sort of buyer history panel that becomes visible to a seller once a buyer purchases something. It could show things like:
1. No of UPI's raised against the buyer
2. No of strikes issued
2. No of INR's raised by the buyer
3. No of INAD's raised by the buyer
4. Maybe a "feedback left" profile
On the balancing side there could be a TRB (top rated buyer) badge so that positive behaviour is rewarded (eg buyers who use paypal to pay within 24 hours get an auto 5 star for payment).
And no info should show at all if buyers stats were below a particular threshold - ie a small number of UPI strikes, INR's and INAD's wouldn't show at all (you are only trying to highlight people with larger numbers!).
It could actually be useful for both sides. If a buyer has been making a lot of INR's then EITHER they are being dishonest OR they have a security issue with their mail delivery. In either case as a seller I can take some action to protect myself (eg signature required) and in the case of mail security it might prompt the buyer to take some corrective action as well.
Similarly with INAD's ... yes everyone makes mistakes and not every item is accurately described .... but buyers with high INAD's and return rates are often either trying it on (and maybe also wearing it for a while!) OR they are regularly using poor judgement in their selection of products or sellers. It might also teach buyers to actually read the details before buying (we have some items where we have buyers who clearly haven't even read the item title completely before buying!)
Again, its the sort of thing that a seller needs to be aware of when shipping ...
Of course - it has to be done carefully - if buyers feel they are being rated they may well just stop buying!
Anyway - that's my two bob's worth!

This idea would require some 'tweaking'.
I once picked up three items from the one seller on my way to Sydney and paid him in cash. Two days later he opened three UnPaid Item claims against me. I had paid him cash, but it took a few messages to get him to withdraw the cases. I would hate to think that a situation like that could count against a buyer. It's not even as if I hadn't paid and then paid once the case was opened.

I've had an increase too. Sometimes.. (though not many) I have heard back from the buyer that they were hospitalised or otherwise unable to be on to make payment. But the number of buyers who were previously good payers seems to be increasing as ever with my settings blocking anyone with 2 or more unpaid strikes in 12 months I'm still seeing an increase in slack (ie 10days+ for payment) and non paying customers.
If you dont know how to block buyers with unpaid item strikes please follow these steps to save yourself some time.
My ebay >> Account >> Site Preferences >> Block Requirements >> EDIT
eg of the settings I use below:
Buyers with unpaid item strikes 2 in 12 months
Buyers in locations I dont post to
Buyers with policy violation reports 4 in 6 months
Buyers with a negative feedback score -1 or more
Buyers who may bid on several of my items and not pay for them 10 items feedback 5 or less
Buyers who haven't gone through phone verification with feedback of 5 or less
Tick the box for Apply to all current and future listings.
You can also choose to not let blocked buyers contact you, or you can let them try to beg you to bid on your items.
Please please please please please if you are a seller and are not creating unpaid item strikes against non-payers please start to do this!!! We can work together as a community to try and rid ourselves of these serial time wasters, since ebay won't block them from the site, we can at least block them from our auctions.
