Hi Since eBay removed negative feedback for buyers years ago,there has been an increase in non paying bidders I have had 1 item I've had to relist 3 times because the buyers have been unresponsive.I think it would be a great idea if buyer's dont complete the transaction it shows up next to their profile how many unpaid strikes they have had.eBay is also losing out here not just the sellers..You could of sold your item to the lower bidder and they might of paid for it.instead you get these bidders that over bid others and never reply to your emails or pay for the item(s) they won.
Come on ebay add this feaure we understand you give bidders that don't pay unpaid strikes,but let it show in their public profile the same way we get public feedback from the buyers.What are we sellers to ebay silver ?? and buyers are gold..

Do understand your frustration, I have had listings that I had to relist over and over and we as sellers lose, because they don't give back the sales history for that item, it's basically started again with no ranking on that listing. And talk about time waisting of having to relist.
You can change your items to buy it now - "pay immediatley", however you may drive some customers away, if they aren't able to pay straight away. Also you can change the option of a certain amount of feedback before the buyers can purchase from your store.
Online being so popular at the moment, I'd doubt that they would change the feedback options for the sellers, as this will drive buyers away. And eBay would lose money, well more money then they are now.
Initially I was all for the negative feedback option for the sellers, but you need to think business wise, if that person is left with a sour taste, they are going to spread the word to there friends and so forth. You gotta let it go and keep moving forward.

If you leave positive feedback with a negative comment you are violating eBay's feedback policy.
Should the buyers report you, you will get a policy violation from eBay, too many of those and you account will be restricted or closed.

Open an unpaid item dispute (from 4 days to 31 days after the sale), close it after another 4 days if no payment receieved. The buyer gets a strike and once closed without payment, neither buyer or seller can leave feedback for the transaction.
If a buyer leaves a neg, it will either be removed automatically when the case closes without payment, or if it remains, you can request the removal.
Most sellers do not leave non-paying bidders feedback, partly because the only option is to leave a positive, and partly because feedback related to non-payment is often not particularly positive, and as mentioned, leaving a comment that conflicts with a positive rating is a breach of policy.
To help avoid serial non-payers, go to Account > Site Preferences > Buyer Requirements and use the block to prevent buyers with more than 1 strike in a certain period (12 months being the strictest block) from bidding on or buying your items.

That is an excellent idea. I am so mad right now. I lhave sold 6 things in the last week but only 2 people paid. The others blew me off comepletly. That is just not fair to the sellers. They completely cater to the buyers, ONLY. Even the non paying ones...

I leave feedback for buyers including non payers. The feedback I leave always contains a positive statement about the transaction and improvement suggestions for future transactions.
A buyer can request removal of feedback that is left by a seller that is clearly "negative."
Whether a policy violation is ever issued for feedback removal is pretty much unknown as far as I can tell.
I also think that most non-paying pests would not contact eBay for removal in any case for a range of reasons.

We leave FB for the buyer when we mail out their item, which of course means they have paid.
So non-payers never get any FB from us.
Just the well deserved strike.
