What is the actual process for under 1K items imported where the seller has not paid GST and it is considered a consumer purchase?

Yes.....nothing happened.....everything was exactly as it has always been.
On inspecting the parcel it was very clearly postmarked as being sent in June.....well before the GST started. However, I doubt that this had anything to do with it. Customs is far too busy to inspect the postmarks on all parcel in such minute detail.

Bearing in mind that I think we're all on a learning curve with regard to this new application of GST, and how the legislation will play out... Customs don't collect GST on items where the item cost and shipping cost combined is lower than $1,000.
If you've not been charged GST at the point of purchase or the point of despatch (by a forwarder), in all likelihood GST was not applicable. (For instance, where a seller's annual turnover re Australian buyers is lower than $75,000 - unless the seller sells through eBay, in which case it's eBay's responsibility to collect the GST from all international sellers except where the item is sent via the Global Shipping Program (GSP) and either Pitney Bowes (if bought from US seller) or wnDirect (if bought from UK seller) appear to be collecting the GST rather than eBay.)
If you bought the item before 1st July, GST on low value imported goods wasn't in place, so it wouldn't be payable anyway.

Yes I have received several packages from the States.
Australian Customs have absolutely no way of knowing whether or not you have paid GST on an item. Even if they randomly open a package (say from the US) containing an invoice from the seller which contains the cost of the item and postage they (the seller) don't charge you GST so it won't be on there.
Shouldn't be anything to worry about.

So as discussed in other threads buying off ebay or amazon is volunteering to be taxed more

From 1 July 2018, goods with a customs value of AUD1000 or less (low value goods) may attract the Goods and Services Tax (GST) at the point of sale if imported from overseas by consumers in Australia.
There will be no changes to:
From https://www.homeaffairs.gov.au/Trav/Impo/Buyi
Things you buy over the internet will have the same rules, duties and screening processes applied as any other import.
You need to know that:

Thats strange isnt it.... They kept saying it would be on all orders / goods - both under & over $1000.... but now its not??? So we all wondered & worried about nothing then!
