I'm having trouble following this (or parts of it).
Firstly, I have always thought ebay should have some automated system to flag buyers who are consistently, overwhelmingly posting negative feedback all the time.
1000 negative feedbacks in recent times would fit that bill. For me, anyway.
But what i can't understand is why the 'buyer' is giving any negative feedback at all as he is leaving a trail for others to follow.
The second thing I cannot understand is how he is working the scam.
It says it is suspected he is a dropshipper and that he is in fact a seller who is (presumably) advertising items, maybe under a different account name or maybe not on ebay, then buying them from ebay and having them shipped off to his buyers.
It says they are being blind forwarded.
Does that mean he has paid the PO to ship his items on to a different address, as someone might have done if they move house, for example?
But would the PO be happy to do that for one person with thousands of purchases to all different addresses?
And would it not leave an easily traced trail if a seller tried to discover what happened to the parcel?
Also, how happy are the buyers with this because they would be receiving their item, but it would be obvious it was not direct from the seller. I had this happen to me recently with an ebay purchase & I was not impressed. I'll probably give neutral feedback. Because many sellers insert a little printed note or receipt for an item, so a lot of buyers would wake up to the fact it was dropshipped.
The only way I can see this ruse working is if he isn't actually selling on ebay but on another platform.
Lastly, ebay presumably could pick up on whether this man has multiple accounts or not and it should be able to pick up on the fact he has claimed almost 1000 items as undelivered. Surely a red flag somewhere?
