Are sellers allowed to do this to buyer's feedback?

The buyer has left a negative with no follow up and then the seller has put this in follow up to the neg.

There is no indication that the buyer changed their mind about the negative they had left for the seller.

I think it might be wishful thinking.  I wonder of the buyer will return and either confirm their mistake or deny it.
