AP still 'offer' a signature-required 'service' for $2.95, but will now PP accept the standard tracking as it pertains to Seller Protection?
I hope so, this would save a packet and increase sales. I for one would certainly start listing a heck of a lot more.

If you process the parcels through click and send they have to be scanned at the post office and the online tracking ticks all the boxes for seller protection. It has the acceptance from the post office and the customers address.
so C&S cant be done from home? i was thinking of upgrading from standard postage because C&S is slightly cheaper then standard and it offered a tracking number but geez.. what a hassle to take a trip to the PO everytime (although i have never had a buyer claim their item was not recieved.

See, I find eBay's take on Seller Protection to sometime's be too simplistic, especially when they aren't the ones we have to pander too. So, looking at the finer print of PayPal:
https://www.paypal.com/au/webapps/mpp/security/sell-shippingrecommendations
What shipping services does PayPal recommend that I use?
Any Destination Any international shipping service that supports door-to-door tracking that is viewable online, such as UPS, TNT, FedEx, DHL or a consignment note.
Within Australia Australia Post Registered Post and eParcel.
Outside of AustraliaAustralia Post Registered Post International
What is proof of shipment?
For sellers, we require proof of shipment from you if a buyer files a chargeback or reversal for an unauthorised payment, or if the buyer claims the item wasn't received.
For buyers, if you file a claim for a 'significantly not-as-described' item, we may require you to ship the item back to the Seller. You will be required to show proof of shipment.
Buyers and sellers, at the very least, must provide documentation that includes the date the item was sent, plus one of:
An official acceptance by the shipper, such as a postmark or online status (status that shows the item was delivered is also acceptable)The recipient's delivery address showing at least the state, city and postcode (or international equivalent)A receipt from Australia Post showing at least the recipient's suburb, city or postcode (or international equivalent)
Examples of proof of shipping include the following:
A copy of the shipping receipt that includes the buyer's delivery address. You can get this from Australia Post's Registered Post and Australia Post's Registered Post International, or
For Australia Post eParcel customers, a copy of the consignment information page which shows buyer's address and the online tracking code that can be used to confirm delivery - showing at least the state, city and postcode (or international equivalent) or
A shipping code that PayPal can use online to view the shipping status and the eBay Buyer's delivery address - showing at least the state, city and postcode (or international equivalent). You can get this from TNT, DHL, FedEx, Skippy Post and other carriers, or
A receipt issued by the carrier that is signed by the recipient acknowledging delivery.
When I read these and have spoken to PayPal, they love being vague and talking about 'receipts with postcodes' blah blah but the above tells me quite simply - if it's not Registered Post, and you're not a business with an account for one of the other services, then you're simply diving into a grey area. I don't like grey areas especially when it comes to money.
My advice at the moment is simple. If you have auctions on the go, call PayPal - quiz them, ask them to note your account, how are you meant to meet the above when Registered Post is gone and then, if possible, update your auctions. At least until we get some clarification.
I need a stiff drink and a good night's sleep I think! :_|

from definitions and interpretation at the top of the paypal user agreement
Proof of Shipment
The proof of shipment accepted by us as set out within the “proof of shipment” section within the “Manage customer concerns” page of our website.
What is proof of shipment?
At the very least, your documentation must include the date the item was sent, plus one of:
An official acceptance by the shipper, such as a postmark or online status (status that shows the item was delivered is also acceptable),
or
The recipient’s delivery address showing at least the state, city and postcode (or international equivalent),
or
A receipt from Australia Post showing at least the recipient’s suburb, city or postcode (or international equivalent).
to qualify for paypal seller protection sellers requires 4 elements
The 4 criteria are
a The item is sold on eBay;
b You receive payment via PayPal;
c You provide us with valid Proof of Shipment; and
d The item is sent to the address we specify on the payment notification or "Transaction Details Page" which can be accessed by logging in to your PayPal account
A is proven via ebay invoice
B is proven via paypal tramsaction number
C is proven (at the minimum) with a postal receipt dated with a postcode
D Is a yes or no question and is proven by stat dec ie. I sent this item to Joe Bloggs 13 nowhere Street Boolah Vic 3142
So the most detailed information you can supply to prove "c" does not prove the "a" requirement or the "B" requirement and they are not connected
While the proof for 'C" can in some forms prove "d" there is no requirement to intertwine the two... they are separate requirements just like "a' and "b" It is merely suggested sublimally with the "examples"... but that is all they are "examples"
In fact there are NO "suggestions" on how to prove A B or D. the only suggestions are for proof of shipment.

In fact
c can be proven with the postal receipt dated that aslo oncludes a tracking number issued regardless of what the tracking says.
An official acceptance by the shipper, such as a postmark or online status

Unfortunately things HAVE changed since last Tuesday. I just put the tracking number into the AustPost webpage (the URL on the receipt is wrong, it should say austpost.com.au/track!) and it comes up with exactly when and where I posted it, but for destination it just says 'Australia'!
So for PayPal seller purposes it will be absolutely worthless, as it has no reference to the recipient whatsoever, not even a state or postcode.
At the very least, your documentation must include the date the item was sent, plus one of:
An official acceptance by the shipper, such as a postmark or online status
official acceptance is the receipt with tracking numvber, the online status being the place exactly when and where you posted it,
stipulation C of pps seller requirements (proof of delivery to carrier) and stipulation D (posted to address on PP transaction page) are separate requirements. Stipulation D has nothing to do with stipulation C save that they can both separately be proved with AP documentation.
Stipulation D is best proven with a stat dec.

Satchels and prepaid boxes can be processed and paid for at home and then dropped into street posting boxes, most of mine are too big for that service so they have to go into the PO to be weighed and measured before I pay for them.
I usually lodge satchels over the counter too, but I'm in the PO anyway so its no big deal for me.

Australia post has offered the tracking but this tracking could just mean delivered to the address or dumped at the front door for someone else to pick up and it would appear on the tracking service as delivered when in fact the householder might not have got it at all and try to proceed with a chargeback. You really do need the extra signature on delivery as proof that the person got the item and have a signature back up . We went to lodge our parcels yesterday and had to bring them back as they didnt have the new signature on delvery stickers available yet!. Hopefully they will have them today as we always need to send with signature on delivery.
Ebay has also made it hard to bulk relist unsold items as all the registered mail details are now gone and have to do each listing with the new option and pricing again Very Frustrating Indeed.!

You dont have to take to PO for scanning, but if you just pop in street box and it gets lost before scanned (usually at delivery center) or if it misses getting scanned you have no proof of shipping. Doing it at PO just ensures it is scanned.
on 09-04-2013 09:15 AM
I quizzed my local PO about the scanning of items that were mailed in the street boxes and they said generally they would only be scanned at the destination end.
For me I am just going to have to take the risk as I can't often get to a PO during opening hours.
