I was going to open a basic store and was wondering if the 200 free monthly listings have to be BIN or can they be auctions?
I will be selling vintage action figures.

Hopefully someone will be able to tell you if you would be listing in collectables, then that would include auctions, according to that table, as I don't know ๐
maybe do a search for similar items, and see what category they are listed in, too

I usually list in Toys but to get 200 auctions looks like I will have to list in Collectables.
I just hope that my listings will appear in the same same categories they usually do.

Give eBay a call to doublecheck what category they should be listed in. I have seen threads here where items were removed for being in the wrong one.
then you will know for sure and know about whether you will get free auctions.

It seems like you have the choice iof listing your vintage action figures in two categories.
The first being within the Toys and Hobbies category which, if you choose to list in this category, will incur a fee to list as an auction.
If you choose to list in the Collectables category, as auction listings are included as a part of your "free" allowance, then you will incur no further charges. I have no idea how to determine if your vintage action toys are able to be classified as collectable, but I guess if people collect them, then I can't see why not.
