If the item was sent with tracking, ring PayPal and give them the number showing it as delivered and they should release the funds while you're on the phone. If not they'll release 21 days after payment.
In future, upload the tracking number into PayPal as well as eBay and it should automatically release the funds 3-5 days after it shows as delivered.
