I'm sure it is a simple process but I have a 'pushy' buyer who is hassling me for a much lower start price and free delivery contrary to my listing. On being told by me that i am not prepared to change my start price and the postage stays as listed..he/she made a comment "sorry to bother you, I thought this item was for sale!"
Frankly I don't want to deal with them as any deal would end in tears from this start point. I believe Ebay is all about goodwill between buyers and sellers and I don't want to deal with sharp hotshots...how do I bar them from my buyers list?

about half way down the page, second item under the "Selling Activities" heading in the centre column. You can put up to 5000 IDs in the BBList
