The October AP price rises for international letter rates will require me to edit about 1000 listings to increase the shipping charge. I currently have two different prices for international letters which are based on weight - one price for an item under 125 grams and a higher price for an item 125-250 grams. My domestic shipping rate for both weight groups is the same. I am trying to work out a way to identify the two different groups of items based on international shipping charge to enable me to bulk edit the charge. Any clues??

Not really.
Have you looked in business policies to see if ebay has identifed the postage options and created policies for you?
If it has not, your best bet is probably to set them up now. It's a lot of work, but at least you will then be ready the next time you have to change postage options.

Ebay has a couple of different systems running for postage costs, with some stores running on one system and other stores running on another.
One system has individual postage costs for each listing and sounds like the system you have. My largest store runs this system and like you, if I want to change my international postage costs I will have to edit over 1000 listings. I wont be changing anything on existing listings and will just write any postage loss off as a discount for old listings. New listings will have increased postage charges.
The second ebay system uses postage policies. ( my smaller store has this system ) I have around a dozen main postage policies including similar weight ranges for international letters as you. When listing you simply select the postage policy that suits the listing and ebay does the rest. These policies can be edited for price and description, as well as destination etc. So if I have 450 listings that use a 500 gm. large international letter, I can just edit that appropriate policy and all of the 450 listings will change in bulk.
The big question is can a store change from one system to another ? I dont know the answer, but perhaps some of the brains trust on the boards can help as seller designed postage policies is definately the better system..

I'm pretty certain that policies are available for all store accounts, so I would at the least start using them for new listings...
You can apply policies to exsiting listings, whether they previously had a policy or not. The new policy will over-ride any exsisting postage options, so you could at least apply the policy to the listings that you know will be correct, such as all CD singles. That goes for you too chameleon. You may as well add policies to the ones you can change easily.
When ebay added that guaranteed delivery thing that they were hoping all sellers would adopt (haha), they made it so that you had to use policies, which means that everyone can use policies.

Another idea would be to add a handling cost, which I'm pretty sure you can add in the bulk editor. The buyer doesn't see the cost, they just see the end total. I've only recently opened up international shipping on my accounts and when the price goes up, I'll be adding a handling cost. I don't have business policies or seller hub, so will keep it simple for myself.
