I had a Registered Article "Go Missing" & some time back & even Aus Post agreed that it coulndt work out where it was.
So Aus post sent a letter of Declartion to the buyer to sign & Send back to declare that have not got it.
But Buyer Refused to do it due "I didnt post so shouldnt have to"
Of course nothing said since & naturally I won the pay pal claim
Is This bit Weird? Is this normal for Aus post to do this way?

Not these days. With so many people claiming not to have received goods they do ask some to sign a Stat Dec. The fact that your buyer refused means he is not willing to perjure himself - imo:|

Yes, that is quite normal.
I had a registered item go missing a the end of last year.After AP declared it missing they sent me a Declaration to sign saying that I still had not received it. I had to sign and return it within 7 days before the seller got his money from Australia Post.

I had a registered parcel go missing last Christmas.
I put in a claim.
Meanwhile, buyer lets me know it has finally turned up.
About a week later I get a "sorry, can't find your parcel" message from AP with a claim form.
I presume if I sent the claim back, they would have asked my buyer to sign a form like that.
I didn't. I phoned them up and told them it had been delivered.
They were most surprised. :^O

You were covered by the Paypal seller protection but if the item clearly showed as not having been delivered the buyer may very well have received a refund too so would consider that the end of the matter.
If you did not have to refund then presumably if you got the money back from AP you would reimburse Paypal as they covered you!
