I have an issue with a buyer who bid on 8 items that I had up for auction recently - luckly she only ended up winning two of the 8 items. Since winning the items she has not paid (this was 3 weeks ago now) and will not respond to emails. I know she is still currently buying on ebay as I have checked her feedback and she has recently won items. I was prepared to give her the benefit of the doubt in case of a family emergency or something but then I saw some feedback from another buyer today and it seems that this buyer has done something similar to another buyer. There is also other "negative" feedback from buyers which comes up as positive feedback as buyers can't leave neg feedback. Ebay will open a unpaid item report on 5 Dec which is weeks away! Can I block this buyer from ever bidding on any more of my items and can I speed up the unpaid item report? Thanks!

When one a seller pays ebay almost 10 % in fees (FVF has increased by an outrageous amount, shareholders are getting more and more 'demanding', or are they?) one can expect some sort of support from the platform, or can he/she?

yes block the buyer, but in the meantime YOU can go through the resolution centre and open up Unpaid item Disputed for these items yourself! You don't have to wait for eBay.
Get this buyer the strikes they deserve.
Another example of how leaving false positives for non payers has not helped a seller.
block the buyer and set your blocks to prevent anybody with more than one strike from bidding on your items.

I think you've misunderstood the unpaid item process. Ebay don't open the process, the seller does. You can open a UID from 4 days to 32 days after the end of the auction.

Open one now, close it in 4 days time (assuming the buyer doesn't pay).
Resist the urge to leave negative positive feedback for the buyer (it's a policy violation). Change your selling settings to block buyers who have had two or more unpaid item strikes in the last 12 months.

To block the bidder, add their user ID to your blocked bidder list.

You can open Unpaid Disputes 4 days after the sale. Don't wait any longer, open them now and if no payment is received they can be closed in 4 days time (4x24 hours). In your Sold section on the right hand side click on Resolve a Problem and follow the prompts.

Thanks everyone - I have tried to open an unpaid report but ebay won't let me! I type in the item number and it just defaults back to a message saying that ebay will open an unpaid report on 5 december. Does anyone know what is going on?

I would ring ebay if I were you and ask why it is not letting you open an unpaid item dispute until 5th Dec. if you are sure you are following the correct procedure for opening a dispute, that means you are using the drop down menu at the right of the listing on your sold items page and clicking the link to open unpaid item case.
