If it has been 4 days since the auction finished/purchase was made, you can open up an Unpaid Item Case by going to the "Resolve a Problem" section in your little drop down box thingy beside where the item is showing as sold on your sold list.
After 4 days of opening the case, if you have received neither contact or payment from your buyer, you can close the case. You will receive your Final Value Fees back and the buyer will receive a strike against their account.
Then add them to your blocked bidder list.
Then you may relist the item if you still want to sell it.

Make sure you send with all the required info for paypal in the event of a INR case. I would also take some photos of the item.
