You can refund him less the fees and storage costs
or tell him you are going to relist for him and if it sells you will send him any money from the sale less fees if it is not picked up.
You could just make no further contact as you have done all you can to finalise the sale and have a great xmas on him :).
He does have 180 days to dispute the purchase via paypal and after that he can not get a refund.

Sounds like you are doing everything reasonably possible to make the engine available.
You would think for $1200 he would want it quickly.
If/when he does pick it up I would take some precautions...
Since it has been paid with PayPal he could still raise an Item Not Received case anything up to 180-days after payment.
So a couple of months to go on that one yet.
You might have little proof he received it you could lose your money and the engine.
So when he shows up...
Take a pic of the vehicle and rego, and him loading it up.
Take a copy of his drivers licence and hang onto that.
Ask him to sign a written receipt stating that he collected it on xx date.
Write the block/engine number on the receipt.
If he asks just tell him its a paypal requirement for you to show proof of delivery.
I would think you would be within your rights to request storage fees.

Sounds to me like he changed his mind & doesn't really want it anymore.
Ask him if he wants a refund...if so refund him through Paypal...then relist the item. Otherwise this could drag on for ages, which is costing you time & money, & perhaps mental anguish.

You can't just charge him storage fees unless you told him they would be charged if the engine was not picked up within a certain time frame.
You can put him on notice now that if it is not collected within X days you will start to charge storage at $X per day.

Unless they agree to a mutual cancellation you will still have to pay the fees and on that amount it is huge both on ebay and paypal.
PLEASE refund less your fees and if they are happy to cancel the sale then refund the ebay fees AFTER the purchase is cancelled.

Its only if he rejects the cancellation request that you will lose your fees.
If he does nothing (which seems likely in this case) then after 10-days the cancellation request times out and its treated the same as if he had accepted it. You get your fees back and the transaction is cancelled and refunded.
If he accepts it then you get your fees back and the refund is processed.

Can you still cancel a sale after 4 months? I wouldn't think you'd be able to because the sale would have dropped off the Sold page and everywhere else. The only way I'd know of to do it would be to go to the paypal transaction and refund from there. In this case I'd retain the amount of any fees paid.

I doubt that you can cancel an ebay transaction after 4 months and get your fees refunded but you should get any paypal fees back.
If paypal is allowing buyers to open disputes for up to 6 months they would include the refund of the fees except for the 30cents.
