Is their account 'registered' here? (if you click on their feedback does it show registered in Australia)

They may have not updated it?

obvious I know - but have you checked to see if you have the money?

also check the address.

Then if all else fails - use aust post labels instead.

If you are trying to generate an eBay postage label, which is where 'Print Postage Label' directs to, you can only use it for a Paypal payment.

There is no verified address for a label if the buyer uses a payment method that doesn't report back to eBay.

Did the buyer complete checkout?

I have been able to create postage labels for bank deposit payments, but only if the buyer completed checkout (as then the delivery address is confirmed within eBay's system). 

If they didn't, you could request that they complete checkout so that eBay can verify their delivery address. 

If they did, then I'm not sure why it's not allowing it.
