I recently sold an item and the buyer sent a cancellation request after it sold and I accepted it. I relisted the item and after a week the same buyer did it again and requested to cancel after the item was sold, i declined their cancel request the second time because it’s annoying, it was 2 weeks of trying to sell this item. Now it’s been 6 days and they still haven’t paid. If there a way I can sort this out? I’m unable to select the relist option and click buyer hasn’t paid. I would also like to somehow report this person for doing this as they’re intentionally doing it to try and get the item for cheaper each time and when they can’t they cancel their bid.

You should be able to cancel because the buyer didn't pay after 4 days. If you want to relist, you first have to cancel though.
And block this person of course, so they cannot bid on your items or buy them any more.

This person needs to be blocked (I would have blocked them the first time the pulled their stunt) it’s clear they will keep doing the same thing if you don’t block them
And also watch for them creating new accounts to bid and then not pay, and if they do do that, report them to eBay for circumventing blocks
Quite possible they are a serial fake buyer/trouble maker

Select cancel and use the option that they buyer didn't pay. That will give the buyer a strike on their account. If they have 2 or more strikes on their account in the last 12 months, they will find they can't buy from sellers with buyer requirement blocks in place. Do you have blocks in place? It can certainly weed out the serial pests.
