Buyer requirements

My buyer requirements are as follows ..

Block buyers who:

Have received 3 Unpaid Item strike(s) within 12 Month(s)

Have a primary postage address in a location I don't post to

Have a feedback score of -1 or lower

Have a feedback score of 5 or lower and haven't gone through phone verification

Yet today I notice a bidder who has zero seller ratings .. how can this happen please.

As lonjg as they have gone through phone verification there is no reason they could not bid. If you are so worried about non payers why don't you have your requirement set to 2 UIDs in 12 months?
