Yes, he can leave feedback. But, you would probably have grounds for it's removal if it's non-favourable.
If I were you, I wouldn't cancel. If you wait 4 days, open a non payment dispute, and close it 4 days after that. They can then no longer leave feedback and you'll get your fees back.
If you do wish to mutually cancel however, be 100% positive they will agree before sending the request.

Yes it happen to me i had a item for local pick up only. I only noticed when the person won the bid he was from another state i left him a message straight after he won the bid saying thank you very much for purchasing the item from me and also saying this is for local pick up only and if you would like me to send it to you don,t pay for the item now until i find out the postage costs so i can add them to the item he had just won. No reply and a day later he payed for it. I message him giving him my phone number to call me so i can give him my address for pick up and also giving him postage costs as well. Still no reply a week later i receive a message from him asking where is my item and i don,t no if i have payed for it . I reply straight away saying no you have not and soon as you pay for the postage costs i will send it to you. 3 weeks later he sends the money into my account i send the item he receives it in 3 days i leave him positive feedback and 4 weeks later still no feedback but if he has left me negative feed back it has not come up on my feedback score . So don,t worry Sarah some people just arn,t all there.
