An item of mine has ended and was won buy a buyer. However I've had problems with this buyer as a seller to me. Can I choose not to accept his payment and not send him the item?

The best thing to do when you experience a problem with another member is to add their User ID to your blocked bidders list. If you refuse to sell to this buyer he can report you to ebay and leave negative feedback. You can complete the transaction and hope for a positive outcome if you want to. It's entirely up to you. If he doesn't pay within 4 days open a non paying bidder dispute and close it 4 days later.

If you want negative feedback and to become a non-performing seller, yes you can do both.

Whatever happens don't remind him that you've dealt with him before. It's possible he can't remember you.

If it's the seller you've recently left negative feedback for and he causes trouble make sure you report him if it turns out he has won your auction to leave negative feedback for you.

Perhaps that's why many Ebayers use one ID for their selling, another for their buying, and yet another still for posting on these boards.
It saves them facing this kind of issue like this I suppose.
Maybe something for you to seriously consider.

I've found out it is that seller. As I've said if he negs you inform ebay about him and ask them to remove the feedback.

I think it would be very unlikely that this American seller would buy from you just by accident. Your problem is that you are listing as sell worldwide with normal parcel postage. He can claim INR and get his money back. The only thing you can do is to post it with tracking & signature on delivery= international express, which will cost you a small fortune. The cheapest way with tracking is Pack and Track International $19.70.
i think that you are going get NEG anyway; my choice would be to refund and get NEG, rather than post, lose money on the extra charge for safe postage, and then get NEG.
The seller said that they registered the parcel; what did the tracking say that happened to it?

To avoid this from happening again create a new ID to buy with and keep this for selling only.
Call ebay and tell them you are sure this buyer has purchased from you to disrupt your sale.
To call ebay click on Customer support in the top RH corner and then click on Contact ebay then hover your mouse over selling and then click on report a member then click on call us and you will be given the number and a code to enter on request

I would call eBay customer support BEFORE you do anything. Ask them for advice and tell them you strongly suspect that the seller purchased to give payback. This is against eBay policy and good grounds to cancel the transaction, but I would talk to eBay first so it is all on record.
