I would like to add a block of text to every listing in my store, relating to postage, returns, etc. Something I can edit in one place, when necessary, and have it roll through all my listings. (At the moment I'm editing every single listing when I need to change the standard text.)
Is there a way to do this?

Theoretically, it's possible via the find and replace function when you bulk edit in selling manager, but I should mention I've tried to use that function a few times and found it very hit and miss (mostly miss), so I ended up having to check which listings had updated properly, then manually change the ones that hadn't. If you want to give it a try, just select as many listings as you would like to edit, then when you're bulk edit view, click 'edit fields', then select 'item description' in the dropdown menu, then once the window has popped up with a text field, change the action in the dropdown menu to 'edit listings in bulk - find and replace', the edit window will then give you two fields, one to input the current text, and one to input what you want to replace it with.
The business policies (if you have them implemented) can do that with return policy information (in a more limited way, though), and there's a spot for a custom message / instruction that would apply to all listings, however that will only appear in the postage and payments tab, not the listing description, so buyers will only see it if the switch tabs to view more P&H info, or to read the full T&Cs of a return policy.

I have tried the bulk editor before to change postage rates and it didn't work, so I'm a bit leery of it (it just hung after a while, maybe it can't cope with that many listings) but I'll give it a try.
I was hoping there was something like the equivalent of a template that I can use (even if I can't automatically apply it retroactively) that can be edited in one place and apply everywhere. I've just realized that it must be possible to do that with an externally hosted image, where the image consists of text, assuming the page pulls in the new image each time it's viewed.

Yes, that is one way, but I didn't suggest it as you mentioned it will be for postage information and the like, and you would only be able to do it that way if the image doesn't contain terms of sale (too easy for sellers to remove or change TOS after a sale when using externally hosted images - not suggesting you would do that, but other sellers have so eBay won't allow it).
Older images may still appear on a listing if a person has viewed the listing before and it's still in their cache, but if they regularly clear it or are visiting a listing for the first time, they'll see the latest version.

I find that when using the selling manager bulk editor for particular changes such as text, it can be best to process listings in smaller batches to start off, and move to bigger batches after a few regular checks to see if the change is "sticking" and is as you wish.
