We are launching a new product and would like to offer free samples. Is there any way that we can do this within our listing. Also does anyone know how to put text overlay on an ebay listing photograph?

PS....I’m going to remove to text and run with it anyway. There’s just too many others.
I wonder how it’s policed? Do they rely on someone to ‘grass’ on a seller?

I don't know if you can advertise free samples but I've bought items on eBay that have included free items or business cards with discount code offers....all kinds of stuff....from Tupperware promotion pieces that you only get at the parties, a packet of handmade gift cards, to (weirdly) a sachet of tea from a Japanese seller.
Maybe if you include a free sample with every shop order the word might get around.

As far back as the 17th century, Mitsui, in its precursor to modern department stores, used to hand out free umbrellas to favoured customers if it was raining when they left.
