Can't block buyers any longer?

After trying to block a buyer we now see that there is no longer a blocked buyers list, but a page of instructions on how to deal with customer disputes. There is a link to buyer requirement settings and the only other option we can see on the page is to exempt certain buyers from requirement settings...which don't appear to include the ability to block buyers/bidders any more, only adjust requirements buyers have to meet (such as having less than minus 1 feedback???), among other things.

Is this fair dinkum or just another eBay 'glitch'? If I've missed something, I'm all ears.

As it stands we can only refund the buyer/cancel the transaction based on there being a problem with the address (the same buyer has used fraudulent addresses twice then attempted to claimed refunds).

Account then site prefs then buyer req, show n edit and it's at the bottom.
