Can't revise "good till cancelled" listing without extra fee?

I was about to lower the price on one of my listings, but it was going charge a $2 fee!? What? Why??

Yeah, even at QTY 0 it wants to charge $2. It's still happening with most of my listings. I'll click revise, (do nothing to the listing) scroll down and it says"fees $2" It's very frustrating, but I really can't be bothered calling ebay.
