We are not allowed to sell seeds to WA or TAS due to quarantine and have stated this in our auctions.
Got 3 defects from Ebay for requesting to cancel orders from 3 buyers in WA who ignored this and purchased anyway.
One of them refused to cancel. This occurred recently under the old system.
So does the new 2 choice option for cancel a transaction, mean that you either send the item [if the buyer wants it] or get defected?

Do you have Business Policies enabled on your account? If you do, you can block buyers within Australia by region so that you won't even have to worry about it (in future): http://pages.ebay.com.au/help/pay/shipping-costs.html#where

Keep in mind that Business Policies will completely change how you manage your payment, postage and return settings, so if you don't have it, best to try and familiarise youself with how it all works before trying to opt in:

i'd be ringing ebay, tell them you are required by law not to send seeds to WA,TAS or NT. Tell them you want the transaction cancelled and defects removed as buyer is wanting you to break the law.
