Charge back, haven't we heard all this before, $5.11. Waste of time.
I resopnded and "accepted liability for this transaction". Just it can close.
Then get whacked with the fraudulent chargeback amount of $5.11 PLUS a $15.00 fee.
What's disgusting is that you wouldn't know this fee was charged. Transaction history shows:
-$5.11 AUD
But when you click on it you see this:
Total amount:
-$5.11 AUDFee amount:
-$15.00 AUDNet amount:
-$20.11 AUD
SLY SLY SLY DIGUSTING move by PayPal. Sure, they might refund the $15.00 when I complain, but hiding the fact that they did charge $15.00 until you dig deep into the transaction is deceptive to say the LEAST.
If you're going to charge me $15.00 for doing nothing and assisting fraud through your system at least have the guts to show it in my history as
"-$20.11 AUD" because that's how much you ACTUALLY debited from my account.

Fraudulent charge back amount ? Sorry, can you explain in mire detail what actually happenned? Did you refuse to refund., or was a card used without owners permission, not even sure if there is a question here?

I believe you're missing the crux here flotsam-jetsom.
There is no definitive way to know if the credit card used was stolen or if the buyer is just fraudulently claiming i.e. internet scamming aided via PayPal's system.
My point is that it was merely $5.11. So I thought, someone has sold their soul for cheap. (The person that stole the credit card OR the card owner fraudulently lying about the use of their card) does it matter either way?
I'm annoyed that my history shows, after I accepted liability for PayPal's failed security (evidenced by this chargeback), amount debited: -$5.11AUD
Yet when I click on the transaction for more details it shows -$5.11 Fee -$15.00 Net -$20.11AUD
So they've debited my account for $20.11 but only displayed $5.11. $20 is honestly nothing. But the way it was done by PayPal is deceptive deceitful to say the least.

Is the $15.00 charged by Paypal or by the credit card provider?

The $15 is a bank charge that paypal passes on to the seller.
If the buyer had lost the dispute then they would have had to pay it.

I thought so. Thanks Lyndal

Punch, each time I have initiated a chargeback the bank has told me that there is a $15 fee. If the chargeback is successfully defended by paypal I would be liable for the fee. I have never lost a chargeback and I know that in two of the three cases the seller has been charged...because they abused me for costing them money.
It seems to me that it is a case of the loser pays the fee.

Not all banks charge fees for chargebacks. I have scoured the terms and conditions for my merchant account and there is no fee listed at all. I have had a chargeback on the merchant account and was definitely not charged any fee.
That's probably true, Punch, but in the context of this thread, if the seller has been hit with a charge it will have come from her bank not from Paypal.
