Report her for unpaid item and there is a good chance that she will pay up.
Here is some information in customer support that steps you through the process.

If she hasn't paid for postage then I wouldn't be sending the item to her.
How rude.

She has to pay for postage if she wants to receive the item, that is what she agreed to do when she bought the item.
You can msg her and tell her she needs to pay the postage, so you can send the shoes or if she doesn't want to do that the sale can be cancelled.

Oh dear, how was she able to pay but exclude postage?
Did she pay by bank deposit and just exclude the postage amount?

MAKE SURE you dont refund the paypal payment. I have had this before they didnt want to pay for postage and i refunded their paypal payment to repay they knew ebays terrible system which wouldnt let me start a non payer dispute or get my fvf fee back but technically she "paid" for her item. Ebay is the worse user friendly site ever
