I have a personal paypal.
I'm trying to find this information out, but all the searches I've done have either said I can, or I can't.
I'm so confused.
Which do I need? Personal, or Premium or Business?

Your business address is the address where you have your bank statements delivered...that can be your home address but not a POBox I believe.
All paypal is doing is confirming that you are giving true and correct details when you register for the account.
Put yourself down as a sole trader...you do not need an ABN although you can have one if you want it.

set up a test listing in the test area of ebay for $0.50 total and I will buy and see if it works for you on the personal paypal account. I think it should.
Do paypal/ebay still hold funds for new accounts?

I can see there's a few threads for this issue, but it doesn't seem like you have a full answer just yet.
Ok, so... yes, you can list on eBay and use a standard, personal account to receive money, but only certain types of payments will be automatically accepted.
If the buyer already has money in their account when they pay you, it will go through without a problem. If the buyer uses an eCheque to pay you it means the payment is funded by their bank account and it will be processed as normal (takes aroung 3-5 business days to clear).
But, if the buyer funds their payment with a credit card (which many buyers do), the payment will not go through automatically to a personal account. You need a premier account for those payments to be processed to your account.
It's been a few years since I upgraded to a premier account, but back when I first started I had a personal account, but after the second or third time I had to manually accept a CC funded payment for an eBay sale, I upgraded to premier - back then I was only able to manually accept a limited number of payments before I had no choice about upgrading to premier, so I figured I may as well.
Please note that it goes Personal, Premier then Business - you do not need to upgrade to a business account to automatically accept credit card payments.

Premier accounts are for members who will have a high transaction volume, need to accept credit card payments, or would like access to our special features not offered with Personal accounts. Premier accounts include all the benefits of Personal accounts, as well as our special features.

I have a feeling the OP will not be back....he got the answer he wanted from ebay CS who told him he can use a personal account.
I wonder how long it will be before he comes back to complain.
I believe it is a limit of 6 payments that can accepted on a personal account before it has to be upgraded.

Dave has posted a link to the paypal blurb about the premier accounts.
I would think the OP would be better off ringing paypal....we all know how often ebay CS is wrong.
