Do I send an invoice to a buyer if they are picking up an item?

You can as a courtesy, and for their records, but it is not essential.  You could message them first and say something like "I am going to send you an invoice for your records should it be needed".  The risk you run is that they will then hit the "Pay" button and pay by PayPal rather than "Cash on Pickup" after inspecting the item and being happy with it.

It's not absolutely necessary if they'll be paying cash on pick-up, but may be preferred by the buyer for their own records. Plus, if they want to use something like PayPal and there is no pick-up option provided in the original listing, a new invoice with the pick-up option on it would be needed so that the invoice shows it was a pick-up and that so you can adjust or remove the postage cost.
