It has been free to schedule a listing for a fair while, and although it still comes up as a promotional discount, there has been no indication that ebay will start charging for it again. All other listing fees (if applicable) still apply, though.

40 free listings ongoing every month and the occasional free 100,200,10 000 listings are on offer for you to accept.

100,000 the last one. And anything over 5,000 is generally limited to store holders. If you are a small seller, you can also get 3 free relists on non-sale, which eBay allege don't come out of your free allocations.
Which is different to the scheduling fee.
I am with d*g. It has been abolished afaik.
