Hi,
I sold an ipad 1 a month ago & PayPal told me to hold on until they verify the buyer. The next day they said it's ok to send the item. I sent it off in a PO satchel. Then I got an email from PayPal telling me there's a problem & to not send the package yet. I went back to the PO & was able to retrieve the parcel (after paying for postage). After a week they couldn't verify the buyer (potential scammer?) & refunded the payment to him. I then re-listed my item & it just sold for a similar amount a few minutes ago. My issue is ebay have sent me an invoice for the 1st sell, & just sent me another one for the one just completed. I tried to call them but the message said there was a wait time of 90 minutes (**bleep**?) , so sent another email explaining the problem. I presume ebay will catch up with this accounting issue & not actually deduct 2 lots of fees for the 1 item (given they know it's 're-listed')? I also had to open the satchel & tape it up again - presume the PO will just send it without charging me postage again? I told them at the time PayPal told me to retrieve & hold the parcel until investigation is completed. Cheers for any advice.

You need to open an unpaid item dispute against the first buyer and when it is closed, the fees for that sale are refunded to you.

Ok I just did that. The reason I gave was PayPal refunded the amount after conducting an investigation. Why does ebay insist on the buyer accepting this reason? What if they don't accept it? I already re-listed & sold the item again to a different buyer. I know I'm covered by PayPal 'seller protection' scheme, but why does this have to be so complicated?

It doesn't have to be complicated but they make it so it is and then it drives you crazy

There's a big difference between opening an unpaid item case and issuing a request for a mutual cancellation. If you had to give a reason then you requested a mutual cancellation - if the buyer doesn't agree to it then you don't get your Final Value Fees refunded and the buyer is able to leave feedback for you.
When you open an unpaid item case and you close it after 4 days without payment being received - your FVF's are refunded and the buyer is unable to leave feedback.
It's not a complicated process when you understand what you're doing. I suggest you read all about 'Selling' in the Site Map at the bottom of each page - it's in the centre column.

I guess regular traders would be familiar with all the rules, bit rough on 1st timers.
At any rate I don't think it matters whether the buyer agrees or not in this particular instance, given PayPal refunded the money without my permission after their investigation. Obviously they found a good reason to 'cancel' the transaction. I doubt ebay would, or even could force a seller to complete the transaction if PayPal refuse to do so & choose to refund the money? If ebay choose to enforce the fees then I guess PayPal would be liable, given I had no control over anything?
