Faulty item

Item was returned by buyer and I refunded cost of postage back to buyer. I sent a replacement item which was acceptable.

Why is paypal payment still be withheld from me?

Unfortunately I doon't think there is an option to replace a faulty item once a return request has been actioned. You may have a problem if the buyer is not co-operative. Perhaps ask them to inform ebay that the matter is now resolved. Others may know different however I have never had tat situation.
