Just need help understanding the final value fees

If I sell an item for $10- I will be charged .30 cents + a % of the postage costs?

Would like someone to be able to explain to me

Before you do anything - make sure you are signed up for Managed Payments and that your bank account and your ID are verified. You will not receive any payment unless you are fully verified and signed up for MP. Note also that your funds will be subject to a temporary hold as you are a new seller.
