Can you state your question so we can understand it a little better?
Do you mean has anyone opened a case with the FOS and won for "money pending", and then had Paypal withhold money again?
And I assume you dont mean the 21 day withhold, but actual money pending, for example a case is opened against you, and Paypal freezes those funds?
If so, yes, I opened a case with the FOS for a "pending" payment that were withheld because an "item not received" case was opened against me.
After I opened the complaint with FOS, Paypal returned the money to me after a few days. Later, I still got a defect for the item, and refunded the buyer their money, but that was way AFTER Paypal had refunded me. I really didnt like Paypal witholding money from me like a child. Unless there is reasonable evidence of fraud, they have no right to do that.
And no, they have never withheld money since. It was in October last year, and I did write about it on the boards if you wanted to look it up.
