Go to your purchase summary and next to the item there is More actions and a little arrow.

Click on that and it will expand and it will then give you the option to click on I didn't receive the item.

You are not talking to ebay representatives here.....the boeards are run by volunteer members like you.

You are logged into the boards or you would not be able to post here.

What happens when you try to log into the buying/selling section of ebay?

Have you tried clearing your cookies and cache and rebooting your computer?

Are your using IE as your browser....it is no longer supported by ebay.  Try changing to Chrome or Firefox.
