Apart from all that...
The fact that you sent 3 separate items to the same address at the same time is highly unlikely that they would all be lost and fail to arrive. This has got to be BS. PO Box too so you have no street address to chase. They are trying to isolate themselves.
Unfortunately because you use regular mail (as do we) you will lose any PayPal case regardless of any other evidence.
So it seems you either refund yourself or you force them to go the PayPal claim route and then the refund is clearly documented.
I would be then inclined to take this one to police (fraud squad) because the evidence is pretty good against them.
I could understand one being lost but not all three at the same time.
Feedback threats are against ebay policy and they should remove it on this basis. They should do more against this buyer but probably won't. Ask to speak to a supervisor.

I wouldnt give a refund especialy if you think you are being scammed.
Let her go through the process of claiming with paypal then if you have to, refund her.
As for the negative feedback she might leave dont worry about it.
As I understand it if she leaves negative feedback you can have it removed by showing the emails you received from her to ebay.
She is not allowed to make threats of leaving negative feedback..

Sorry that you are being lied to,buyers are allowed to have private feedbacks and I'm afraid that you're the one that's going to be sanctioned for showing a members details as you're not allowed to name and shame on these boards

Unfortunately, unless you can prove postage, the buyer will win the claims - I would, however, reply to both messages with a standardised message, (I have one formulated and copy/paste it as needed. I don't actually suggest to the buyer that I don't believe them, because in all reality, with untracked postage I have no idea if they're telling the truth or not, but I do make them aware of exactly how I deal with missing packages).
My message contains the following information, and you are free to use as is, adapt, alter etc as you see fit, if you find it useful.
"I will also lodge a missing article investigation with Australia Post on [next business day date, or earliest it can be lodged - 10 days after being posted], which I need to inform you of as I will have to pass the addressee details on to Australia Post in order for them to conduct the investigation and, if possible, locate the package. The investigation will also help them identify any problem areas or consistent factors that might be causing delivery issues and hopefully prevent such problems from reoccurring. Please be advised that Australia Post may contact you during the course of the investigation to request further details".
Sometimes missing packages make a miraculous appearance after that message.... And as I said, it is very important to follow through on lodging the investigation.
I would probably let them take it to PayPal, as well, if my suspicions were very high - if they open too many claims their account will be flagged and possibly even restricted or suspended.
