Help with change of mind process

Have a buyer who has not paid for item and now does not want it. Not had this situation before on the new policies on refunds.

Do I just cancel the item stating change of mind by buyer or do I let the process of Unpaid strike take effect?

Buyer has already been sent unpaid notification, with this notification they responded that they sent email to me stating that size of garment would not fit. They did not send any email to me. Garment would fit them but they do not beleive me.

What is correct process? Cat Frustrated

By this, do you mean an unpaid item case has been opened? If so, the best thing to do is let it run its course. You used to be able to switch an unpaid case to cancellation,  but not any more, and at least that way you definitely won't get a defect and the buyer shouldn't be able to leave feedback. I usually just message the buyer and let them know they don't need to do anything else, and the transaction will be officially cancelled on X date (i.e. the date the case will close).

If an unpaid item case hasn't been opened yet, you can go through the cancellation procedure if you prefer - it's a bit inconsistent, in that some sellers have found themselves with a defect, some haven't, sometimes eBay aske the buyer to confirm they got a refund (despite never paying), and if the buyer doesn't confirm, it takes about 10 days for the cancellation to finalise (if I do a cancellation, I tend to message the buyer and let them know that sometimes, the eBay system can not detect whether an item was paid for or not, and they may be asked to confirm they've received a refund, and that by confirming, it will finalise the cancellation - all in the hope that they don't leave it to drag out for 10 days).
