But in general, once the blue $ sign is there that is guaranteed money right?
So unusualy since this is the first time it happened.
They only purchased yesterday, mind you.
How often does this happen to people?

You should see the payment in your transaction list regardless of whether the funds are available or not. The pending payments (those on hold) are at the top in a separate list.
Once they are released they go back to the bottom list and the funds become available for withdrawal. You cannot withdraw funds that are on hold, Paypal will not allow that.

When a payment shows as paid in ebay but is not showing up anywhere in Paypal it usually means there has been a typo in the email address for payment in the listing. To check if that is the case click on relist and go to the edit page and check carefully the email address that is in the payment section. It is not unknown for people to miss of the .au of the .com.au address or to transpose a couple of letters. Don't forget to cancel the listing instead of relisting after you have checked.

Most cases straight away but if they pay with an echeque then it could take 5-7 days

In my experience 90% of buyers pay immediately by Paypal and the blue $ sign appears immediately. Yes, that means the funds are in your Paypal account, and you should ship immediately. However, it doesn't necessarily mean you can access that money immediately. As a new seller it is likely that Paypal holds your funds for 21 days before it becomes available.

The thing is that I can not see the payment in my paypal account, yet the $ is blue.

Hmm hang on..
After the 21 day penalty, is it available for withdrawal right away?
I think I withdrew it and did not realise through the fund available.
