I recently sold an item to a newby 3 positive feedbacks after the item was sold I checked the feedback to my surprise they all were a postive but said they never paid for any of them just relisted today does any one know how many they get and are they banned from buying permanently. cheers all

I totally agree that the blocks should be an opt out rather than an opt in thing. I know there are some sellers who don't have them, even when they know about it because non payers don't bother them. That's their choice and they could opt out if they wanted to.
I suspect why eBay would never implement something like that is because you can't upset the buyers, regardless of how they try to rort the system.

So let me get this straight...........
A scenario...
A buyer does not pay for 2 items in 6 months and receives 2 unpaid strikes... yet also in the 6 months they successfully
purchase 500 items
So........the "astute" sellers who have their blocks in place "side" with the two sellers who did not get paid meaning that
the NPB cannot bid on their items while the "donkeys" (ie rather than siding with the other 500 sellers who did not have
their blocks in place and actually soild something to the buyer) just merrily skip along relisting items after lodging NPB
disputes without their blocks in place.......
Lord give me strength
.... IMO the donkeys are those sellers that allow other anonymous sellers to make decisions about their potential
customer base and limit same with the use of blocks

In business the golden rule is sell sell sell.
The use of buyer blocks makes your pool of prospective buyers smaller.
The fact is the one sellers NPB is another sellers "great buyer come back anytime"
Those "astute" sellers that have their blocks in place and have dreams of ebay making all sellers follow the same line are
actually dreaming away business leads.
Like I said on another thread.... the list of ebay members in your blocked bidding lists is actually a list of sale leads
that you allowed another anonymous seller to autiomatically block for you.
They were prospective sales that you automatically blocked
