An eBay staff member on the US discussion boards responded with this reason when asked a similar question:

"Listing promotions are offered to specific audiences based on a number of factors, and those factors often change with each promotion. If you are not offered a specific promotion, the odds are that you will be offered a different promotion later on"

What you can do is to keep an eye on the boards.

There are at least 2 explicit threads that provide the link for the current offer. Which may or may not give you access, but I have always found them to work, even in the absence of an email from eBay.

and use even though it says you are not eligible?

If you are not eligible, when you click the link it will not allow you to participate.  You get a message to say you are not eligible for this offer. 

I am yet to get an invitation for one of these offers, yet when I click the links posted here, they always work for me unless they are for store owners only as I dont have a store.
