How do I allow a buyer from a blocked country to buy an item

I have a person wanting buy an item from who is from Latvia, she said she cant buy it because that country

is blocked and she wants me to unblock it.

Q1. should i sell to someone in Latvia.?

Q2. How do i unblock it.?

Before you go any further, have you worked out the postage cost to send the item there (plus the new FVF 9.9% on postage costs)
The buyer may not be still interested if the postage cost is very high.

I have her a quote in Au $, but i dont know how to convert it to her $, i dont even know where Latvia is!

I had a look at one of your listings. Latvia is not one of your excluded countries. The drop down box of countries you ship to does include Latvia. I could get a postage quote to Latvia.

Another one says " may not post to Latvia ( high priced one)

You could look in here:
To specify locations you don't post to:
Go to My eBay and click the Account tab.
Click the Site Preferences link on the left side of the page.
Click the Show link to see the Postage Preferences section.
Click the Edit link next to Exclude postage locations from your listings.
Select the states, territories, countries, or regions you don't want to post to. If you only want to exclude certain countries in a region, click Show all countries next to that region's name.
Click the Apply button to save your selections.

Or, it may have been something you chose when you did the postage part of the listing,

All you need do is put the buyer's id on your exempt list and they should be able to bid/buy.
