How do I insert my business logo on my Ebay store header?

Follow these steps:

Click on MY EBAY

then hover your mouse over ACCOUNT

Then Click on MANAGE MY STORE

Then Click on DISPLAY SETTINGS

Then Click on CHANGE within the Basic Information tab

Then upload your image which must be 310 x 90 pixels

If you want to activate your logo within ALL your listings you need to switch on listing frame. To do that, once you get to MANAGE MY STORE below that you will see LISTING FRAME. Click on that and make sure you switch that to ON.
