How do some sellers get away with keyword spamming

I have a question. i listed a Fowlers bottle i put in the title,  not jar...they were onto me like a shot got a warning had to edit it. I have a couple of other ID's blemish free with feedback under 100 so i'm a small time hobby seller. There was no violation just a warning to please reconsider so i changed it.
You browse listings there are Bazillions of far bigger violations. look for a specific motorbike and virtually every ad says not Honda with a list of model numbers it's not. You'd be a month just reporting them.

Some things are a automated red flag system on ebay and others need to be reported before they are picked up.

Just report one or two from a seller and ebay will look at it.

I don't really want to report them myself. I thought it could be automaitically flagged when the word Not is in the title but not sure how thousands of listings go the full distance with Not this and not that while a little bottle can't even last a few hours. I suspect they're watching me like a hawk because i had issuers with customer service reps. My accts have been flagged and i can't fart in bed without a warning. that's what it looks like to me. Even though i was found innocent of all wrong doing and won my case.
