It is against ebay policy for a buyer to make an offer if you don't have it set up for best offer.   Just decline politely.

If the Make Offer button does not appear in the listing, the seller is not interested in receiving offers and you should not try to contact this seller to negotiate price or terms. Doing so violates our offers to buy or sell outside eBay policy.

A simple "thank you or your interest in my item, however I will be letting the auction run its course".

ps:   as the OP auctions generally have a starting price of $5 the proposed buyer with a best offer must be incredibly mean-fisted Smiley Sad

i you start listings cheap to have them seen(yes i do that too) then you are bound to attract msgs offering say $10 for an expensive designer item.Other clothes sellers are often the worst for this & i hate it.Usually their offers are so ridiculously low that it is insulting.

Sometimes i just don't have the patience to give a polite reply to these msgs but when i do,it's a bit similar to digital ghosts suggestion.

Last week i lied & said i can't do a Buy It Now 'cos I'm away for a week lol.
